This would be amazing for doing the first time import on a competitor's platform too. Nothing says you have to feed the downloaded archive into a GHES target.

Having not the best personal history/response, I get the feeling there was some auditable event that we'd want to see; they're making the bet that folks won't. Corporate moves in particular rarely serve just one purpose. Make the data available for whatever reason, dress it up in PR; sure. Also drop responsibility.
It's probably interesting to revisit with all of these Copilots floating around.
Ultimately, to your point, GDPR wouldn't be notable. I'm skeptical because they're speaking: if this truly was the first priority... the announcement wouldn't exist.
