That's actually nice of them, although I'm somewhat surprised it didn't do more to dampen the noise. I suppose the original peaceful quiet they had before is probably just impossible now

My guess is that the bulk of the noise is the HVAC systems that either cycle air in and out of the buildings and/or AC compressors / condenser fans. Building a wall seems like good faith but it's like a cubicle wall in an open concept office, provides more privacy than it does to block sound.

The wall they built looks like its kind of a joke when you see it in context and the situation is a lot worse than just not having the "original peaceful quiet".
